What the state and the county actually require

30 TAC §285.7 requires that any aerobic treatment unit be inspected every 4 months by a maintenance provider licensed with the Texas Commission on Environmental Quality. That's 3 visits a year, not "once a year if you remember." Health & Safety Code §366.0515 is the statute that lets your permitting authority tie your septic permit to a signed maintenance contract in the first place.
